ABSTRACT

Over the past century, numerous scholarly positions have emerged on the international legal personality of the Holy See and the Vatican City State. The aim of this study is to examine the Vatican City State’s participation in international telecommunication conventions and its accession to the International Telecommunication Union during its early years. Regarding the derogation from the provision of the Lucerne European Broadcasting Convention of 1933 and the special membership granted to Vatican Radio in the International Broadcasting Union, the study sheds light on the distinction between the international legal personality of the Holy See and the Vatican City State, and the issue of territorial sovereignty. The study, without claiming to be exhaustive, illustrates individual international legal issues in practice based on contemporary documents of the Secretariat of State of the Holy See.
