ABSTRACT

Understanding the concept of public policy failures and how to address them is key to the study of housing crises, as housing is a fundamental human right and a key economic determinant. Urbanisation, speculation in the real estate market and inadequate public policy responses all contribute to housing crises. The aim of this paper is to examine the nature of public policy failures in addressing housing crises through examples of how failures manifest themselves in housing policies.
