ABSTRACT

This study examines the principles and rationale governing the allocation of inves-tigative resources within the Hungarian police force, with a particular focus on efficiency and social impact. The research employs a historical and taxonomic analysis of police jurisdiction and competence regulations, an evaluation of crime statistics, and the application of the Crime Harm Index (CHI) concept. In addition to empirical methods, the study analyzes relevant legislation and criminological literature. The findings indicate that the current allocation of investigative resources does not adequately correspond to actual crime patterns, leading to an uneven distribution of workload among police units. The introduction of a Crime Harm Index could facilitate a more efficient allocation of investigative capacity and better address the social consequences of crime. The study contributes to enhancing police efficiency by identifying the limitations of the existing system and proposing the adoption of a modern, science-based approach that takes into account both the social and economic impacts of crime.
